Cheese scalloped potatoes and carrots

Ingredients:
2 cupWater
6 Potatoes, thinly sliced
2 medOnions, thinly sliced
4 medCarrots, diagonally sliced
3 tbspMargarine
2 tbspFlour
1 tspSalt
1/8 tspPepper
1 1/2 cupMilk
1 1/2 cupCheddar, grated
Procedures:
1Heat oven to 375
2bring water to a boil in frying pan, add potatoes, onions, and carrots.
3Cover and cook 10 minutes, or until tender.
4Drain.
5in medium saucepan, melt margarine, remove from heat.
6Stir in flour, salt, pepper.
7Add milk, blending well.
8Bring to a boil over medium heat, stir until thick and smooth.
9Stir in cheese, cook over low heat, stir constantly until cheese melts.
10layer half the potatoes, onion, and carrot in a slightly greased 9x13 pan.
11Top with half sauce.
12Repeat.
13Bake covered 30 minutes or until potatoes are tender.
14Remove cover during last 10 minutes of cooking.
