Ingredients:

| cup | Water | | 6
| | Potatoes, thinly sliced | | 2
| med | Onions, thinly sliced | | 4
| med | Carrots, diagonally sliced | | 3
| tbsp | Margarine | | 2
| tbsp | Flour | | 1
| tsp | Salt | | 1/8
| tsp | Pepper | | 1 1/2
| cup | Milk | | 1 1/2
| cup | Cheddar, grated |

Procedures:
| 1 | Heat oven to 375 | | 2 | bring water to a boil in frying pan, add potatoes, onions, and carrots. | | 3 | Cover and cook 10 minutes, or until tender. | | 4 | Drain. | | 5 | in medium saucepan, melt margarine, remove from heat. | | 6 | Stir in flour, salt, pepper. | | 7 | Add milk, blending well. | | 8 | Bring to a boil over medium heat, stir until thick and smooth. | | 9 | Stir in cheese, cook over low heat, stir constantly until cheese melts. | | 10 | layer half the potatoes, onion, and carrot in a slightly greased 9x13 pan. | | 11 | Top with half sauce. | | 12 | Repeat. | | 13 | Bake covered 30 minutes or until potatoes are tender. | | 14 | Remove cover during last 10 minutes of cooking. |
