Black-eyed peas vinaigrette

Ingredients:
1 lbsDried black-eyed peas
8 cupWater
1 xSalt to taste
1 xPepper to taste
1 eachOnion stuck w/2 cloves
1 eachGarlic clove, peeled
1 eachBay leaf
1/4 tspDried thyme
4 eachSprigs parsley
1/3 cupFinely chopped onion
2 tbspFinely chopped shallots
1 tspFinely minced garlic
1/4 cupFinely chopped parsley
3 tbspRed wine vinegar
2/3 cupOlive, peanut, or veggie oil
Procedures:
1Rinse and pick over the peas and place in a kettle.
2Add the water, salt, pepper, and onion stuck with cloves.
3Tie the garlic clove, bay leaf, thyme, and parsley sprigs in a cheesecloth bag, and add it.
4Bring to the boil and simmer until the peas are tender, about 1 hour and 15 minutes.
5Set aside for 15 minutes.
6Remove the onion and cheesecloth bag.
7Drain the peas.
8Put the peas in a mixing bowl.
9Add the chopped onion, shallots, minced garlic, chopped parsley, vinegar, and oil.
10Add salt and pepper to taste.
11Toss to blend well.
12Serve lukewarm or at room temperature
