Sweet-sour beef'n cabbage

Ingredients:
1 1/2 lbsGround beef
1/2 cupOnion, chopped
1/2 cupCelery, sliced
1/2 cupGreen pepper, chopped
2 tbspRolled oats, quick cooking
2 tbspParsley, snipped
3/4 tspSalt
1/4 tspGarlic powder
1/8 tspPepper
1 Med cabbage head
15 ozTomato sauce, canned
1/4 cupCider vinegar
3 tbspBrown sugar
1/2 tspSalt
1 dashPepper
Procedures:
1In skillet cook ground beef, onion, celery, and green pepper till meat is browned; drain off fat.
2Sprinkle meat mixture with rolled oats, parsley, the ?t salt, garlic powder, and the 1/8-t pepper.
3Core cabbage; cut into six wedges.
4Place atop the meat.
5In bowl combine tomato sauce, vinegar, brown sugar, the ?t salt, and the dash of pepper; mix well.
6Pour over cabbage and meat.
7Cover and simmer for 15 to 20 minutes or till cabbage is tender.
8Serve at once.
