Mistletoe mint cookies

Ingredients:
3/4 cupMargarine
1 1/2 cupBrown sugar firmly packed
2 tbspWater
2 cupChocolate chips
2 eachEggs
2 1/2 cupFlour
1 1/4 tspBaking soda
1/2 tspSalt
12 ozAndres mint candy (2 boxes)
Procedures:
1Melt margarine, add chips and stir until partially melted.
2Remove from heat and stir until chips are completely melted.
3Pour into large bowl.
4Add brown sugar and water and cool slightly.
5At high speed, beat in eggs one at a time.
6Reduce to low speed and add dry ingredients.
7Stir until blended.
8Chill dough.
9When ready to bake, line cookie sheets with foil.
10Preheat oven to 350 degrees.
11Roll dough into very small balls (about ?teaspoon per ball).
12Place 2 inches apart and bake for 10 minutes.
13Remove from oven and while cookies are still on pan, place half a candy piece on each cookie.
14Remove to waxed paper, wait about a minute and swirl the candy pieces across top of cookie
