Fried beef with watercress salad(bo luc lac)

Ingredients:
1 lbsBeef fillet(500g)
1/2 tspBlack pepper
3 tbspOil
2 tbspVinegar
1 Watercress (as required)
5 Cloves garlic crushed
1 1/2 tspGranulated sugar
1 Large onion
2 tbspSalad oil
Procedures:
1Cut meat into ? cubes.
2Mixwith 2 cloves garlic, ?tsp pepper,?tsp sugar and 1 tbsp oil.
3Let meat stand in marinade for 1 hour.
4Cut onion lengthwise into very thin strips.
5Marinate onion in vinegar, ?tsp salt, 1 tsp sugar, ?tsp pepper and 2 tbsp oil.
6Rinse watercress, drain well and arrange on a platter.
7Heat 2 tbsp oil over high heat.
8Add a pinch of sugar and the remaining garlic.
9Fry until fragrant.
10Add meat and stir fry for 2 minutes, until just cooked.
11Top watercress with meat, then onion mixture
