| 1 | : unsweetened cocoa powder -- : for dusting |
| 2 | preheat oven to 350=b0. |
| 3 | Spray a large nonstick cookie sheet with vegetable oil spray. |
| 4 | Sift the flour, cocoa, baking powder and salt together. |

| 6 | Mix together the oil, sugar, 1 tsp. vanilla and the egg whites until well combined. |
| 7 | Stir in the flour mixture. |
| 8 | Chill for one hour. |
| 9 | Using a ?tbsp. measure, scoop the dough onto the cookie sheet, leaving 2 inches between cookies. |
| 10 | Bake for 8-10 minutes or until the cookies are puffed and cooked through. |
| 11 | Do not overcook. |
| 12 | Transfer the cookies to a rack and cool completely. |
| 13 | Mix together the confectioners" sugar, skim milk and remaining ?tsp. vanilla unsil pasty. |
| 14 | Add skim milk if necessary. |
| 15 | Spread a small amount of vanilla frosting on each cookie. |
| 16 | Put the cookies back on the rack, dust lightly with cocoa powder and allow the frosting to dry. |
