| 1 | Heat oven to 350°F. |
| 2 | bake the potatoes until fork tender. |
| 3 | Melt butter in a medium saucepan. |
| 4 | Slowly blend in flour with a wire whisk until thoroughly blended. |
| 5 | Gradually add milk to the butter flour mixture, whisking constantly. |
| 6 | Whisk in salt and pepper and simmer over low heat, stirring constantly. |
| 7 | Cut potatoes in half, scoop out the meat and set aside. |
| 8 | Chop half the potato peels and discard the remainder. |
| 9 | When milk mixture is very hot, whisk in potato. |
| 10 | Add green onion and potato peels. |
| 11 | Whisk well, add sour cream and crumbled bacon. |
| 12 | Heat thoroughly. |
| 13 | Add cheese a little at a time until all is melted in. |
