Hearty tomato soup

Ingredients:
2 tbspOil
1 clGarlic
1 Onion, diced
1 Celery
1 Carrot, diced
2 tbspWhole wheat flour
1 1/2 cupCooked rice
28 ozTomatoes
1 tspOregano
1 tspBasil
3 cupMilk, hot
1 tbspButter
Salt, to taste
Pepper, to taste
Procedures:
1Saute garlic, onion, celery and carrot in the oil until tinder.
2Add the flour and saute for 2 to 3 minutes.
3Add the tomatoes, rice and spices and cook for 15 minutes.
4Add the milk and butter and serve hot.
