| 1 | Combine first four ingredients; rub onto roast. |
| 2 | In a skillet, brown roast in oil. |
| 3 | Place in a roasting pan. |
| 4 | Add water, onion, green pepper and seasonings. |
| 5 | Cover and bake at 325! for 2-?to 3 hours or until roast is tender. |
| 6 | Remove and keep warm. |
| 7 | Discard bay leaf. |
| 8 | Skim fat from pan juices. |
| 9 | Measure juices and return to pan. |
| 10 | For each cup of juices, combine 1 tablespoon flour with 2 tablespoons water; mix well. |
| 11 | Stir flour mixture into pan; cook over medium heat, stirring constantly, until thickened and bubbly. |
| 12 | Serve gravy with roast. |
